9195a0a899 Redesign international public site around People/News/Research/Cooperation. 
Use sliced assets under public/assets, shared hero and hex section backgrounds, and ignore the local images/ design source folder.

00d5558fe2 Align frontend API calls with app-prefixed backend routes. 
Update service URLs and the Vite proxy rewrite so requests match /content/, /cms/, and /common/ mounts after /api is stripped.

82efbb9e24 Build STAR International public site and admin UI. 
Add site/admin pages, i18n, content services, and assets aligned with the domestic STAR layout, proxied to the Django API.
